The issue of how the future development of atomic energy would be organized, by far the most prominent science issue before the public, may well have deflected attention from the effort to establish a national science foundation. 16 The AEC directly inherited the programs of the Manhattan Project, including a substantial program of university-linked research. On July 4, Congress created the National Institute of Mental Health within the Public Health Service; and less than two weeks later the Health Service was voted a substantial increase in research funds in order to accommodate the contracts transferred from the Committee on Medical Research.
24 As for being an ersatz NSF, this mission became untenable after 1950, when ONR came under greater internal scrutiny and when the NSF became a reality. Overall, the infusion of ONR funds into American universities undeniably sustained scientific research during a critical transitional period; but ONR was not in a position to implement policies for the balanced development of university science. Support was heavily weighted toward the physical sciences or engineering, and included few funds for 'greasing the wheels' of science.
These laboratories were, along with Los Alamos, the centerpieces of its research program.
